Another Nagpur University blunder in PhD admissions

NAGPUR: In yet another case of mismanagement in Nagpur University, the administration is making one blunder after another as far as entrance test of doctorate of philosophy (PhD) is concerned. All this is causing sheer harassment to the students.

TOI on June 25 first reported the plight of 2,600 students who had applied for registration process since last couple of years, but due to absence of statutory bodies like research recognition committees (RRCs) owing to delay in conducting all important board of students (BoS) polls had led to holding up of their applications.

These students even stormed the NU premises and surrounded vice chancellor Vilas Sapkal on Saturday demanding exemption from registration and appearing in the entrance exam. The aggrieved students even threatened to knock the judiciary's doors to get justice.

According to them, the NU administration led by Sapkal had issued two directions and one notification on the same issue within three months, confusing the students while wasting precious time of both parties. In fact, it took two years for lethargic NU officials to wake from deep slumber and start entrance exam for PhD aspirants even as UGC had issued such guidelines in 2009. NU was last university to implement such test. NU PRO department as usual refused to comment on the issue.

Ironically, NU's first notification of April 19 issued by VC under Section 14(8) of Maharashtra Universities Act, 1994, exempted these 2,600 candidates from appearing in the entrance. According to it, the entrance exam will be based on tough Pune pattern having two papers, general aptitude test and subject specific test.

Even as the administration took help of counselling from legal experts, it later realized that it was not possible to conduct two exams. Then on June 27, VC issued another direction dropping the tough pattern and adopting easy pattern on the lines of Amravati University while cancelling exemption of these 2,600 candidates and asking them to compulsorily appear in the exam as well as start all the process fresh, including drafting of synopsis. Even this direction was issued after counselling from lawyers.

After the students delegation led by Vidarbha Vidyarthi Sangram Parishad (VVSP)'s Mohan Bajpayee gheraoed VC, it immediately issued another notification in late evening of July 2 accepting all their demands except exemption from entrance test.

Accordingly, the registration of these applicants shall be effective from the date of submission of their applications. Additionally, these candidates will not have to submit fresh applications, synopses or the topic of their respective researches.

However, even the new notification which again was taken out after consulting with the NU counsels, was again questioned by the academicians stating that those candidates can't be exempted from appearing before RRC, as it may lead to violation of rules and regulations.
