Capacity Building Workshop on The Budgetary System of National and Sub-National Governments in India 2011 at Berhampur University in Odisha

Introduction : The role of the government in a democratic system is to outline public policies in accordance with preference of the society. Identifying the societal preference is not an easy affair. However, the government has to do this and face the public scrutiny every five years to assess the acceptance of the policies pursued by the government over that period. The different activities to be carried out in the economy are indicated by the Government through the budgetary policy which is announced every year by the Finance Minister in the legislature. The legislative body approves the proposed investment plan prepared by the executive after thorough discussion.

This is conventionally called as plan schemes. The third and the last group of schemes are included on an annual basis keeping in mind the political and economic environment of the economy. In election years and in the recessionary periods, the government goes for an expansionary budgetary policy and the reverse is done in nonelection years and inflationary periods. Revenue generation proposals are normally related to direct and indirect taxes and collection from non- tax revenue. To meet long term investment needs the government goes for public debt both from internal and external sources. Budget is kept confidential until it is presented in the legislature by the government to prevent speculative activities that may arise due to situations of price rise or fall that may arise in the post –budget period. This is the reason why some budget announcements are operational on the same day, whereas some others are effective from 1st April of the coming financial year. The budget comes into implementation stage after the finance and appropriation bills are passed in the respective legislatures.

Objectives : The present workshop is an effort to educate the grass-root development agents to strengthen their knowledge base on the budgetary systems. The main objectives are;
1 To appraise the participants on the details of the budget components and its’ implementation strategy;
2 To emphasize more on the outcome of the budgetary intervention rather than financial involvement;
3 To understand the problems faced by the different agencies in implementing development programmes ;
4 To equip the agencies with analytical tools to improve their efficiency;
5 To educate the participants on the different technique of working in a hostile environment by improving public participation. The workshop intends to cover the development agents of the catchment area of the Berhampur University, which comprises of seven districts in the South Orissa. These are Ganjam, Gajapati, Rayagada, Kandhamal, Koraput, Nowrangpur and Malkanagiri. These districts come under the most backward region of the country. This region is also known for terrorist activities in the country due to inaccessible and undeveloped socioeconomic condition. Development administration in this part of the country had been a challenge to the state and the central governments due to poor institutional co-ordination. The various stakeholders in the development process have to work here with confidence and determination.

Participant Composition : Total participants in the workshop will be around forty. They are to be selected from (i) civil society functionaries, (ii) media persons, (iii) academics and (iv) grass-root government officials. Ten participants are to be selected from each group. However, depending on the response from each group, the department may think of a different mix. Application for the workshop will be received in the prescribed application form on or before 25th April, 2011. The selection of the participants will be decided by the department by 30th of April, 2011.

Training Module : The training programme consists of ten modules relating to different dimensions of the budgetary system for the national and sub-national governments in India. Tentatively, the following are the modules identified for the purpose. Researchers from CBGA, OBAC-CYSD, and experts from the department and other universities will carry out the teaching exercise. At the end of each session, discussion with the participants will follow to clarify the doubts of the participants. At the end, a brief evaluation on the level of understanding may be carried out by the department. On completion of the course, certificate will be issued to the participant.
